Update to .NET 8 and current dependency versions #70

This PR also adds ARM targets for macOS and Linux.

The lightningdb dependency remains a TODO; IIRC we hit some compatibility issues earlier, trying to open older ldmdb storage files with the more recent lightningdb package versions. Needs some investigation.
