Payroll percentile #548

There's something funny going on with the "makes more than X% of employees in this department" section of the individual employees page.

This one, for example, says she makes more than 8.89% of employees, when she is the highest paid employee in the department. Unsure if it's happening only for this agency or across the site, but worth noting.
