focus councilmatic on interesting (i.e. non-routine) legislation #6

We should extend the direction we took with the original Chicago Councilmatic and further segregate the routine legislation from the interesting legislation. We should take cues from #5 about what is routine and what is interesting.

Routine legislation should not be show in default views in search, on the homepage, on committee pages, or alderman's pages.

We may want to have a special page for routine legislation for those who care about these.

If the non routine data is publicly available in a different form, then we can really de-emphasize it on our site.

I've talked with Steven Vance about getting the property based stuff into Chicago Cityscape, and have poked the clerk and chief data office about getting other routine matters into the data portal. https://twitter.com/forestgregg/status/691704356060528640
