populate dummy endpoints #13

@fgregg could you review and update the dummy endpoints we have set up for war-chest, aldermen and clout?

worked on clout and war-chest

the endpoint for the aldermen is going to be pupa, so the best thing to do would be get pupa and anthropod up and get mock data in there.
