more sensical urls for /ballots and /elections? #15

/ballots/20 and /elections/20 urls don't really make a lot of sense. Think we could use the date instead?

Example /elections/2011-02-22

Would definitely be a lot more informative, especially once we have a page listing all elections in the system.
