Add Election type to election table #7

4 types to begin with:

General Primary Special General Special Primary

@fgregg Is there a reliable way of getting this info? Not sure I can get that solely based upon the title of the election that is on the elections site.

Combo of title and month will get over 90%. Start there and I'll check by hand.

@fgregg Sounds good. I've added what I could figure for the elections that I've captured so far. We can sit down and double check this on Thursday.
