Run full 2023 chancery scrape locally + upload as release #24

We'll use this as a starting database for nightly scrapes.

@fgregg Just updated the release. That db should have all chancery cases in 2023 up to yesterday (12/19).

We can should be all set up to run the nightly scrape action.

Note: I did notice a few python exceptions (e.g. KeyError) while scraping so we might want to double check for missing cases at some point.
