Be more explicit in Atom config options #4

[ ] Specify how to get to Atom config files (Preferences > Config folder)
[ ] Specify where to find Hydrogen settings (Preferences > Packages > Hydrogen > Settings)
[ ] Amend Hydrogen startup code to "Python 3"

n.b. It may be easier to follow, to have full instructions in our repo, obviously with credit to the original, rather than linking to a separate tutorial, then saying "Don't follow these steps."

Also, hydrogen update requires user to run:

python -m pip install ipykernel
python -m ipykernel install --user
