There are still some vestiges of the days when this app was part of django-councilmatic that are hanging around inside the django-councilmatic app. This is going to start out as a list of things and evolve into a list of ideas as to how to get those things out of that code base so that it's truly a separate app.
settings.USING_NOTIFICATIONS should not be a thing. If you have the notifications app in your INSTALLED_APPS it should just do the right thing.
