Documentation request

We have documentation on our database backup strategy. Let's migrate it here to centralize current resources. I have a vague recollection that it was buggy. Let's also make sure it conforms with a working example: https://github.com/datamade/committee-oversight/blob/master/scripts/committee-oversight-crontasks

We want to get out of the business of self-managed Postgres, closing, will open new issue re: migrating existing customer DBs to RDS, which provides built-in backup support.
