Configure OCD repos we maintain for automated releases through GitHub Actions #210

We have assumed maintainership of pupa and opencivicdata.

@fgregg and I got pupa most of the way there. The last step is to pull in release prep and push a tag to cut a release.

We should be able to follow the same pattern for opencivicdata.
