Stub for @fgregg.

There are some core Gatsby plug-ins that will generate optimized images, etc., during build. Evaluate and recommend best practices for optimizing static assets during Gatsby builds.

Possibly investigated through The Circuit. LISC CNDA site uses some image resizing plug-in.
