Create wagtail cookiecutter #249

Background

DataMade frequently builds sites on top of Wagtail so it'd be useful to have a Cookiecutter to quickly generate a properly configured skeleton of a Wagtail project that will eventually be deployed to Heroku.

Proposal

Create a Wagtail Cookiecutter.

Deliverables

I'll make a pull request to the DataMade templates repo.

Timeline

This took about a day to complete, including time to get familiar with Cookiecutter.
