Work in #194 will unlock the ability to deploy apps with complex search to Heroku. This leaves the path clear to migrate all our work off of the AWS platform. Updated list of legacy apps is here: https://docs.google.com/spreadsheets/d/1_c1_v4IJ5wLpjUt0p0Feq3LXskItu5Ml9J6gZucSqpw/edit?usp=sharing

Let's see what this would entail once we have a path forward on search.
