Nov 2022 EC2 purge

Purge some of our old EC2 instances:

• [x] OCD/Councilmatic server #296
• [x] 'Staging'
• [ ] 'SFM' legacy (terminate or transfer)

I've done ocd.datamade.us, and a few other servers related to chicago councimatic and new york councilmatic

@fgregg No, DPD is still using the Large Lots admin backend.

We're close to having this finished, @hancush will follow up with the SFM app. Partners will figure out next steps.
