JavaScript lib/ directory is missing from Wagtail template #309

Description

The .gitignore of the Wagtail project template excludes lib/. This prevents our JavaScript libraries from being added to version control, so they are missing. We should update the .gitignore and add the missing lib/ directory (copied from the Django app template).
