Update cookiecutter heroku dyno type and postgres tier #351

Description

Heroku recently deprecated the hobby tier that we have set up in the cookiecutter for new-django-app and new-wagtail-app.

The lowest tier for dynos that Heroku Team will allow us to use is basic and that can be replaced here. The lowest tier for postgres is mini and that can be changed here
