This PR removes our project cookiecutters, in favor of https://github.com/datamade/cookiecutter-django-app.

Handles #371

Run the cookiecutter according to the root README at https://github.com/datamade/cookiecutter-django-app.
cd into your new project directory and run the app: docker compose up
