Migrate active deploy-a-site documentation to how-to #61

When #46 is landed, our AWS documentation in deploy-a-site will become obsolete. Archive that repository, then migrate any documentation with remaining relevance to this repo.

We won't archive deploy-a-site just yet since the docs are still useful. But we do plan to move any docs that still apply to Heroku to how-to.

- [x] Configure-logging.md
[x] Static sites
- [x] Deploy-a-static-site.md
[x] Django
- [x] File-uploads.md

I'll get started on a PR incorporating them into this repo.
