D2 Reports with non existent committee IDs and Filed Doc IDs #1

The newer files that we got from the Board of Elections are generally looking pretty OK. There is one thing that I found that we might want to bring up with them (but it doesn't really seem urgent). I found today that there are D2 Report listings that have associated committee IDs that don't exist in the committee listing that they gave us. Same thing for the filed doc ID (which just gives us a way to link to more detail about the people who submitted the filing).
