Can we reliably identify "investment transfers"? If so, we need to do that and treating them differently than normal transfers?
It looks like this PAC expended 1.2 million in september of 2012 http://www.illinoissunshine.org/committees/70/
But really, it was a transfer of funds to an investment.
Maybe the way to do this is by using both the itemized expenditure http://www.elections.il.gov/CampaignDisclosure/ItemizedExpend.aspx?FiledDocID=479574&ExpenditureType=Expenditures&Archived=True&OrderBy=LastorOnlyName-AtoZ&ItemizedExpendFrom=D2Quarterly.aspx
and the itemized investment amount.
