"search_term" for LEGISLATION_TYPE_DESCRIPTIONS needs to be lowercase. #193

In settings_jurisdiciton.py, the "search_term" for LEGISLATION_TYPE_DESCRIPTIONS needs to be lowercase.

This change will fix the redirect to a faceted search from the About page.
