If a bill page adds a co-sponsor, is that treated as an official action that adds the bill to email updates in tracked items?
Obvs. the co-sponsor additions are not currently displayed on our vertical bill history on pages. So would guess not?
Later enhancements could highlight this in design, up top of email alerts, as it can be significant indicator.
