link corrections in email notifications for New Meetings #223

I think it's possible that when URL structures changed a while ago, the email notifications didn't get on the same page.

Currently, in email notifications under New Meetings or Updated Meetings, clicking on all links in committee names goes to Page Not Found.

This goes back to all email notifications since Jan. 26th 2017.

For example, in 6/6 email notification, 404'ing link to upcoming Jnue 20th Public Housing Ctme. meeting is ::
