See title. When we're ready to ingest lobbyist data, we should revert commits 86698d4114eda7d6e86ae645bc0331cb089f3149, 712f78bc51b20f3f0bad26ea3aa383fc1844206b, and 60fde671bd432886099861534d22ee4a3af26231.

Closes #181, closes #185, closes #189.

Testing Instructions

• View the deploy preview and confirm the lobbyist data portal is no longer available.
• Also confirm the top nav has financial disclosure and lobbyist data pages under the data download tab.
