Notes

I pretty heavily refactored these scripts because I was having a hard time following the logic. I think things are well.

Testing Instructions

Clone repo
Get setup

> docker-compose run --rm app python manage.py import_office_api_data
> docker-compose run --rm app python manage.py import_api_data --transaction-type=CON
> docker-compose run --rm app python manage.py import_api_data --transaction-type=EXP

Confirm that all the transactions made it into the db (count's a fine way to do that)
