clout-details summary endpoint

Can you please put the following into one JSON feed: photos, name, money, clout score, ten year and ward number.

We're trying to pull off a really cool direction with the data. Please, let us know as soon as possible. Thank you. - Stephanie

Create an endpoint that pulls from the APIs we've already created to create a high-level summary for each alderman.

Should be reachable at http://chicagoelections.datamade.us/clout-details

Ok wrapped this up, but have not deployed it yet. One issue is the response takes quite a while since we have to hit 51 pages (50 individual imago calls + 1 war-chest). Makes sense to cache this in some way.

Before we do, lets validate the output is correct. Does this look right @fgregg & @evz?
