Missing committee #24

Seem to be missing a committee for proco joe

@fgregg So, I know you probably already know this but, it would seem that there are three entries for Proco Joe in on the Illinois Elections site, one for each of the three offices he has run for:

Senator 2nd district: http://www.elections.state.il.us/CampaignDisclosure/CandidateDetail.aspx?ID=22068

Alderman: http://www.elections.state.il.us/CampaignDisclosure/CandidateDetail.aspx?ID=24885

Ward committeeman: http://www.elections.state.il.us/CampaignDisclosure/CandidateDetail.aspx?ID=26344

The reason why this committee did not get matched up with the candidate record that we have for him is because it is associated with the third candidate record and not the one for alderman (which has a different ID). I have a record for the committee, it's just not associated with him.

I'm thinking this probably is the only case where there is a committee that is relevant but is not associated the way we'd expect on the site. Is this a common enough case? Where a committeeman ends up an alderman (or vice versa)? Should I start scraping committeeman as well? It seems like there might be another manual step in there matching committeemen records with aldermen records. Anyways, thoughts?

Let's hand it in the application layer for now. We are doing something similar for Deb Mell.
