For the Socrata data, there seems to be a couple other potential primary keys that might be useful. When you load the XML endpoint, you get a _position and _uuid attribute on each row:
I don't really know if those are stable or if they actually mean what they seem to mean but maybe this is something we can leverage to make sense of some of these endpoints? Perhaps @brettjgoldstein can shed some light on what these attributes might mean and whether or not they might be worth capturing?
