This PR includes the data from the BBMP's pdf listing all active containment zones. The associated scraper requires some manual configuration for individual documents, since the PDFs have inconsistent URL structures and the location of the data within them changes. That said, the scrape produces the data well and requires minimal cleaning. This data is probably much more useful when aggregated, as it contains 11,034 rows. The BBMP seems to have set up many more containment zones than other municipalities. Also included in this PR is the latest PDF with data from Mumbai, which I'm still working on building the scraper for.
