Added Codes And Reservation Status #2

I've added the State Codes and PC codes as per Anand Chitipothu's data: (https://github.com/anandology/opendata-ge2014/blob/master/data/parliamentary_constituencies.tsv) and The reservation status as per wikipedia: (http://en.wikipedia.org/wiki/List_of_Constituencies_of_the_Lok_Sabha)

I've now updated the Reservation status according to the delimitation order at http://eci.nic.in/eci_main/CurrentElections/CONSOLIDATED_ORDER%20_ECI%20.pdf There were many errors on the wikipedia list.
