[PROPOSAL] Refactor `rever` files #167

If I'm not wrong, the rever.xsh file just contains paths to the various (I'm particularly referring to AUTHORS_FILENAME, AUTHORS_METADATA and AUTHORS_MAILMAP). So couldn't we move them to another directory where they are grouped together for better organization? I'm thinking something along the lines of .github/rever/ or .github/releases/.

Also, if I'm not wrong, the following line should be changed to news/TEMPLATE.rst https://github.com/datamol-org/datamol/blob/f226b14952f48fea08261c18d035f0064600eb45/rever.xsh#L16

Thank you @SauravMaheshkar for the interest in contributing but I would prefer keeping the file paths how they are now.
