New more robust datamol release process

Changelogs

• Remove rever from the release process.
• Remove old rever related files.
• Convert changelogs file from rst to md.
• Switch from mamba-org/provision-with-micromamba to mamba-org/setup-micromamba in CIs.
• Separate main and releases documentation building.
• Changelogs from previous PR, before the new release process:
  • fuzzy_scaffold can now return a pandas dataframe (when flagged) that is more readable. #188
  • The newest version of rdkit, "2023.03.1" was added to the CI. #189
