Compat with latest RDKit 2023.09

Changelogs

• Switch CI to 2 latest Python and two latest RDKit.
• Address a few minor warnings.
• Remove tautomer flag in dm.standardize_smiles() because canonicalize_tautomer_smiles has been deprecated in latest RDKit.
