Change to page-relative content strucuture #186

This PR reorganizes the content structure to be use page-relative (see also https://gohugo.io/content-management).

@claudiacalderon @samsonlee530 With these changes, you can now add static content relative to the blog post page under content/updates. This should make it easier to organize the content hierarchically.
