Some instance checks Some perf fixes, some development fixes

• Added more instance checks
• removed Get-Content and used Join-Path
• put describe blocks alphabetically because it was annoying me
• removed settings from dev container that were useless
• updated Invoke-PerfAndValidationCheck so that it doesnt count importing the v5 Pester module and Invoke-DbcCheck so that it only imports the other version of Pester if it is not already imported due to https://github.com/pester/Pester/issues/2335#issuecomment-1498029809
