Updated xoai.xml - changed filters, conditions, refactored #631

Problem description

It could be only tested in docker, because of windows encoding.. for testing we have only 2 options:

  1. Test it on dev5 - I recommend because of time
  2. Test it locally on docker - you need to create docker image locally and maybe if it will work locally it could fail on dev5 https

Copying xoai.xml from v5 cannot work because vanilla v7 xoai.xml is quite different and we updated that vanilla file following the v5 xoai.xml. I think that update is not so big and complex to destroy a lot of things, we need to test only openaire and cmdi, maybe restriction of that two collections.

What do you mean about checking the formats? Do you mean testing using the OAI-PMH? You can test it locally as well by creating a new Item and then trying to harvest it's data by OAI-PMH.

CMDI results are not affected by this change. They remain the same. This can be merged.
