Disable ory and prefect create-tenant for minikube

Fix few errors that occur when deploying on minikube. For example,

Prefect Apollo service should be ClusterIP and not LoadBalancer
Prefect create-tenant should be disabled because it crashes and cannot find the Apollo service
Ory can be disabled using a tfvar
Add tutorial to set up on Minikube
