Add a link to the API docs in the footer of the homepage #43

User feedback email where they couldn't find the API documentation. Below is their process of looking for the docs. I think it makes most sense to add a link to the API docs in the footer of the homepage.

"I first glanced at the top, then dropped straight to the bottom of the page to check the footer, then back to the top where I clicked on the 'Data Rights Finder' on the off-chance that I hadn't paid attention to the link and had not landed on the home page. The keywords I looked for in each location were: 'API', or 'Developer'- if there had been anything involving either of those keywords I'd probably have clicked through."

We added a "Developers" menu item at the top which includes this info
