No-one I've observed clicks on the Data Rights Finder text in the header to go back to the homepage. I showed a couple of people the BBC, Open Rights Group and the Guardian websites who all link to their homepage in their logo in the header and they didn't realise those logos are links either. Everyone I observed uses the browser back button to return to the homepage.
I don't know if this needs to be fixed. People find their way around. It's not in the way we (at least I) expected them to. I showed someone mockups of the Data Rights Finder text underlined and he still didn't see it as a return to home link.
We could look at breadcrumb navigation. People expect a clear button that says 'Home' on it.
