Some draft guidance for coding in the open. resolves #29

Checked with WAVE and no new accessibility errors (2x alerts remain on tabindex, known issue in #14)

I needed to tweak a few minor spelling and punctuation points, and added a bit on contributing guidance, otherwise looks really good. Nice work!
