PR template not working #37

Describe the bug The PR is not auto populated with the template text on raising a PR.

To Reproduce Steps to reproduce the behavior:

  1. Go to repo
  2. Click on Pull Requests
  3. Raise a PR
  4. See empty PR

Expected behavior Expected PR content is autopopulated

Additional context The PR template needs to be moved one level up in the directory tree, it needs to live in the .github folder to work. Confirmed on alternative repo.
