repo intention labels #57

possible to rename intention label to something like maturity label?

I feel the DAPCATS 'levels of good practice' are a good thing to use here. Tagging a specific level makes it clear where the codebase is at (I think better than words/descriptions).

Could it be "Exploratory/Experimental"?

@NicciPotts quick note that Turing Institute Contribution Guidance links to issue labels. Possibly a good idea to include something like that but for repo intention labels in the CONTRIBUTING.MD of the repo template?
