Add README files #13

We should add README.md files that provide some high-level information to those who are interested in exploring/contributing on Github.

[x] Add README.md for the website repository (https://github.com/datascijedi/website)
[x] Add README.md for the organization landing page (https://github.com/datascijedi)
[x] Maybe, add README.md for the gh-pages branch as well. (https://github.com/datascijedi/website/tree/gh-pages)

The README.md for the gh-pages branch (third bullet point above) was tacked on to pull request #19, since that PR is where the render entry is added to the _quarto.yml file.
