Fixes cut off submit button of Get Involved form #131

Addresses issue #130.

Adjusts the iFrame height after about a second, the point at which the jotform progress bar appears and pushes the submit button down, so that the submit button no longer gets cut off. The progress bar behavior seems to be in Jotform's JavaScript code that we use to embed the form.
