running codes for 2015 latest data plus country names and WEO codes

Several points of improvement:

@hanteng this is generally great but i do wonder if you've run the code from the scripts directly rather than the base directory as the files are mostly being created inside scripts. You want to run process.py from the base directory e.g.

python scripts/process.py

Would you mind checking that and, if necessary, resubmitting the pull request.
