This PR fixes Sweden's csv:

add https to malformed URLs where missing the shema part, discard URLs that don't make sense
remove extraneous spaces from phone numbers and emails

This should now make it pass GoodTables' validation procedure.

No comments have been made, and the changes seem safe and will make data validation pass. So I'm merging this PR.

Great. We have more and updated data but I think we can only proceed updating after #116.
