Migrate data validation tool from GoodTables to Frictionless Repository

Frictionless Repository is the successor to GoodTables.io which uses Github Actions to validate data in Github repositories for continuous data integration. As planned in frictionless/repository#10, we should migrate data validation of this repository to the new service.

The old GoodTables validation is still concurrently active, as can be seen when you mouse hover any of the latest commits. So I'm reopening this.

The cause of the problem is that the WebHook in this repo is still active. And I don't have the permission to go into "settings" to remove it.

Here's a screenshot of another repo where I do have the permission to go into settings:

Do you have permisson @todrobbins, @rufuspollock? Could you please remove the GoodTables WebHook there?
