Fix #135 move from GoodTables to F11d Repository #142

GoodTables as a data validation service is soon going to be discontinued. This PR moves data validation to its successor, Frictionless Repository (#135).

The checks have failed because there are problems in some of the underlying data. These problems should be fixed in a different PR, as the scope of this one is just migrating the data validation tool. If there are no objections, I'm going to merge this soon.
