updating datapackage.json to current specs & adding schema as per #73 #83

The file datapackage.json has been brought up to current versions of Tabular Data Package and Table Schema specifications.

The Table schema is now stored in a separate file in order to have a common schema to validate all of the csv files.

It is now possible to use the Frictionless Data toolchain on the dataset.

$ datapackage validate datapackage.json
Data package descriptor is valid
